Jersen Construction served as General Contractor for critical upgrades to the Clapper Road Water Treatment Plant for the Town of Bethlehem. The project modernized key treatment processes and infrastructure to enhance reliability, efficiency, and water quality for the community.

The work included the decommissioning and rehabilitation of existing waste washwater lagoons, as well as the construction of a new dissolved air flotation (DAF) pretreatment facility. Additional upgrades involved the removal of outdated ozone treatment systems and the installation of carbon dioxide generation panels within the existing ozone building to support revised treatment processes.

A new prefabricated structure was constructed to house aeration systems and sodium permanganate storage and feed equipment, improving upstream treatment capabilities. Within the existing treatment facility, Jersen refurbished Trident filters, replaced raw water basin pumps and static mixers, and implemented a new programmable logic controller (PLC) system. The new controls were fully integrated into the plant’s existing SCADA system, providing improved monitoring and operational control.

The project required careful sequencing and detailed phasing to maintain uninterrupted plant operations throughout construction. Jersen coordinated complex tie-ins to active systems while systematically decommissioning and replacing existing infrastructure, ensuring continuous water treatment service to the community.

The project also included extensive installation of process piping, yard utilities, and sitework, along with upgrades to mechanical, electrical, plumbing, and HVAC systems across multiple structures.

Upon completion, the upgraded facility is capable of producing up to 8.0 million gallons per day (MGD) of treated water, ensuring long-term performance and resiliency for the Town’s water supply system.
